Early Life[]
His mother worked at a brothel, and he never knew his father. His mother died young and he was raised by his Grandfather, a tide watcher. He met Arkady when he was breaking into her fathers surgery to get something for his Grandfather's headaches.
Declan used to work for the Cabal, but this changed when he became an immortal himself.
